This is not accurate. “Govern” derives from the Latin “gubernare” which means “to steer/control” but “-ment” does NOT derive from the Latin “mens” (mind), but rather from “-mentum” meaning “instrument of” and is little more than a way of nouning verbs.

My only (super geeky) quibble with this is that the Latin “govern” actually means to “steer (a ship),” not flat out control.
